When you can guarantee uptime. Breath drops the moment Runic Power runs dry, so it wants fights without forced downtime and pulls you can plan around. If the encounter scatters you - Chimaerus movement phases are the classic example - the Rider Obliteration build is the safer pick.
Pool. Enter the window with Runes and Runic Power banked, on-use trinkets pressed just before, then spend every Killing Machine on Obliterate and close with Frostwyrm's Fury. Pillar with an empty tank is a wasted cooldown.
Anti-Magic Shell for magic, Icebound Fortitude for everything else, Lichborne as the extra layer, and Death Strike as an on-demand heal that costs a Frost Strike's worth of Runic Power. Plan them against the encounter timeline the way you plan your burst.
