The PvE list reads as a catch-up pass. Frost Death Knight takes four separate damage lines, which is more than any other spec here got, and Protection Paladin takes the largest single number in the batch at 150% on Blaze of Glory. Neither is a small nudge. Beast Mastery and Survival Hunter both take a flat 7%, and Feral gets a 5% lift on top of specific buffs to auto-attacks and Ferocious Bite.
The PvP list is doing something different, and Blizzard says so plainly: reduce defensiveness and healing, increase offence for weak specs, make combat end faster. The single line with the widest reach is the trinket set bonus, because it hits every healing specialization at once rather than any one class. Mage barriers all lose 25% absorb, Restoration Druid loses 20% on Swiftmend and starts paying mana for two talents that were free, and the Rogue Preemptive Maneuver reduction drops from 40% to 25%.
Two things are worth reading as a pair. Feral is buffed in PvE and buffed again in PvP damage while losing 10 percentage points of Survival Instincts, and Enhancement Shaman gets the same shape: more damage, less healing. That is the stated goal applied consistently rather than a set of unrelated tweaks.
